Table not active

Hi,

When I try to view a table (say for ex : TSTSC) in se16, it throws an error saying ' that the table is not active in the Dictionary '.

Also, do we have any tcode which shows locked users in all clients? I tried to browse a lot about this but all I find is Client data is independent and so we cannot see locked users from all clients.
